STOCKTON (CBS13) — The following is Stockton Mayor Anthony Silva’s statement on his detainment at San Francisco International Airport on Monday and the seizure of his electronic devices after a trip to China.
My name is Anthony R. Silva, and I am the Mayor of Stockton, California.
On Saturday September 28 (sic), 2015 I attended a Mayor’s Conference to China to promote “good will” between the China and the United States. The trip was hosted and sponsored by China Silicon Valley and the primary goal was to promote our Cities and investment opportunities. I had a wonderful experience on this trip. Upon my return on Monday September 28, 2015, I was briefly detained by the Department of Homeland Security. They searched my belongings. A few minutes later, (2) DHS agents confiscated all my electronic devices including my personal cell phone. Unfortunately, they were not willing or able to produce a search warrant or any court documents suggesting they had a legal right to take my property. In addition they were persistent about requiring my passwords for all devices. Although they were reluctant at first to present their badge and credentials; they eventually showed me their identification and gave me a business card. They indicated that this action to confiscate personal property at the airport was in fact routine and not unusual. They promised to return my items within a few days. They also mentioned that I had no right for a lawyer to be present and being a United States Citizen did not entitle me to rights that I probably thought.
Stockton, California Mayor Anthony R. Silva attended a recent mayor’s conference in China, but his return trip took a bit longer than usual. At the San Francisco International Airport (SFO) this week, agents with the Department of Homeland Security detained Silva and confiscated his personal cell phone among other electronics. According to comments from the mayor, that may not even be the most alarming part.
“Unfortunately, they were not willing or able to produce a search warrant or any court documents suggesting they had a legal right to take my property,” Silva told SFGate. “In addition, they were persistent about requiring my passwords for all devices.”
The mayor’s attorney, Mark Reichel, told SFGate that Silva was not allowed to leave the airport without forfeiting his passwords. Reichel was not present for Silva’s interaction with the DHS agents, either. The mayor was told he had “no right for a lawyer to be present” and that being a US citizen did not “entitle me to rights that I probably thought,” according to the paper.
69-year-old Douglas G. Williams of Norman, Oklahoma was sentenced to two years in prison this week for running a website that pointed out the flaws in lie detector tests. Williams is a former detective for the Oklahoma City Police Department and throughout the course of his career he administered thousands of polygraph tests for his own police department, as well as other agencies like the FBI and the Secret Service. Through his experience, Williams learned that a polygraph is not a valid way of truly figuring out whether or not someone is lying. In 1979, he invented “the sting technique,” which polygraph experts now refer to as “countermeasures.”
He wrote the first manual teaching people how to pass a polygraph test, which was initially published in 1979 and, according to him, was one of the very first e-books available on the Internet.
The U.S. Department Of Justice issued a press release this week stating that they planted federal agents to pose as customers and entrap Williams in schemes to help the agents cheat on polygraph tests.
According to admissions made in connection with his plea, Williams owned and operated Polygraph.com, an Internet-based business through which he trained people how to conceal misconduct and other disqualifying information when submitting to polygraph examinations in connection with federal employment suitability assessments, background investigations, internal agency investigations and other proceedings. In particular, Williams admitted that he trained an individual posing as a federal law enforcement officer to lie and conceal involvement in criminal activity from an internal agency investigation. Williams also admitted to training a second individual, posing as an applicant seeking federal employment, to lie and conceal crimes in a pre-employment polygraph examination. Williams also admitted to instructing the individuals to deny receiving his polygraph training.

According to the daily, the CIA and FBI are advising the government in Kiev on how to deal with the ‘fight against organized crime’ and stop the violence in the country’s restive eastern regions.

Last week, Federal District Judge Rosemary Collyer seemed to agree with you, when she ruled the FBI had to explain why it withheld records. She made reference in her ruling to David Hardy, the head of the FBI’s FOIA division, writing, quote, “At no point does Mr. Hardy supply specific facts as to the basis for FBI’s belief that the Occupy protesters might have been engaged in terroristic or other criminal activity. … Neither the word ‘terrorism’ nor the phrase ‘advocating the overthrow of the government’ are talismanic, especially where FBI purports to be investigating individuals who ostensibly are engaged in protected First Amendment activity.”

A federal judge has ordered the FBI to explain why it withheld some information requested by a graduate student for his research on a plot to assassinate Occupy Houston protest leaders.
Ryan Noah Shapiro, a doctoral student at Massachusetts Institute of Technology in Cambridge, Mass., filed a lawsuit April 29, 2013, against the U.S. Department of Justice in the U.S. District Court in Washington, D.C.
U.S. District Judge Rosemary M. Collyer issued her order, with an accompanying memo, on March 12.
The FBI, as part of the Department of Justice, controls the records Shapiro wanted for his study of “conflicts at the nexus of American national security, law enforcement and political dissent,” the plaintiff’s complaint stated.
Houston was among hundreds of U.S. cities where protesters occupied outdoor spaces as part of the Occupy Movement that started in New York’s Zucotti Park on Sept. 17, 2011.
“The movement has sought to expose how the wealthiest 1 percent of society promulgates an unfair global economy that harms people and destroys communities worldwide,” the complaint stated.
Shapiro said in his complaint that the existence of an assassination plot against Occupy Houston’s leaders became known through the FBI’s earlier release of information in response to a Freedom of Information Act request.
“According to one of the released records, … [REDACTED] planned to gather intelligence against the leaders of the protest groups and obtain photographs, then formulate a plan to kill the leadership via suppressed sniper rifles…,” Shapiro stated in his complaint.
Shapiro requested additional information from the FBI in January 2013.
“There is presently a vigorous and extraordinarily important debate in the United States about the authority of the government to conduct extrajudicial killings on American soil,” the complaint stated.
“The records sought by plaintiff would likely be an invaluable contribution to the public discourse on this issue,” Shapiro’s complaint said. “It would also be a significant controversy if it was revealed that the FBI deliberately failed to act to prevent a plot to assassinate American protest leaders.”

The FBI rescued sixteen juveniles ranging in age from 13 to 17 in a two-week operation leading up to the NFL’s Super Bowl championship.
NEW YORK — Forty-five people were arrested and 16 juveniles rescued in a two-week crackdown on prostitution in the New York-New Jersey area leading up to last Sunday’s Super Bowl, Federal Bureau of Investigation officials said on Tuesday.
The bureau said some of those arrested claimed they traveled to the site because of the high-profile football game, which drew an estimated 400,000 visitors to the region. WASHINGTON — The gunman who killed 12 people in last year’s rampage at Washington’s Navy Yard lied so convincingly to Veterans Affairs doctors before the shootings that they concluded he had no mental health issues despite serious problems and encounters with police during the same period, according to a review by The Associated Press of his confidential medical files.

Just weeks before the shootings, a doctor treating him for insomnia noted that the patient worked for the Defense Department but wrote hauntingly “no problem there.”
The AP obtained more than 100 pages of treatment and disability claims evaluation records for Aaron Alexis, spanning more than two years. They show Alexis complaining of minor physical ailments, including foot and knee injuries, slight hearing loss and later insomnia, but resolutely denying any mental health issues. He directly denied having suicidal or homicidal thoughts when government doctors asked him about it just three weeks before the shootings.
In a bizarre incident in Newport, R.I., Alexis told police on Aug. 7 that disembodied voices were harassing him at his hotel using a microwave machine to prevent him from sleeping. After police reported the incident to the Navy, his employer, a defense contracting company, pulled his access to classified material for two days after his mental health problems became evident but restored it quickly and never told Navy officials it had done so.
Just 16 days later, after Alexis told a VA emergency room doctor in Providence that he couldn’t sleep, the doctor wrote that his speech and thoughts seemed “clear and focused” and noted that he “denies flashbacks, denies recent stress.”
The medical records said Alexis, 34, was found sleeping in the VA waiting room in Providence on Aug. 23 while waiting to see a doctor. During that visit he was prescribed 50 milligrams of trazodone, an antidepressant and anti-anxiety medication that in such low doses can be used to treat insomnia.
“Denies any pain except discomfort rt (right) temple,” a nurse wrote on Aug. 23. “Pt (patient) taking no medications including any otc (over-the-counter) medications.”
An attending doctor provided additional details, saying Alexis suffered from fatigue after sleeping only two or three hours every night over the past three weeks.
“Speech and thoughts clear and focused. Denies flashbacks. Denies recent stress. Denies drugs, cocaine, heroin, caffeine product, depression, anxiety, chest pain, sob (shortness of breath), nightmares. He denies taking nap during the day. Denies SI (suicidal ideation) or HI (homicidal ideation),” the doctor wrote.
“He works in the Defense Department, no problem there,” the doctor added.
The medical records showed that Alexis answered “no” when asked, “Do you have anything that could be considered a weapon?” The VA told the AP that was a standard question it asks veterans whom it treats in a triage setting.
Five days later, on Aug. 28, Alexis visited a VA medical facility in Washington, again complaining of sleeplessness: “Patient presents to ER with c/o (case of) awakening each morning about 4 a.m. like clockwork and he cannot figure out why this is happening.”
He answered “no” when asked whether he was having feelings of hopelessness for the present and the future. Another doctor that night described the examination as “unremarkable.” The VA gave him 10 more tablets of trazodone and sent him home just before 9 p.m.

Veteran Affairs doctors were so sure the Washington, DC, Navy Yard gunman was clear of mental issues they declared there was “no problem” with him just weeks before his shooting spree killed 12 people.
According to a new report by the Associated Press, medical records for the 34-year-old gunman Aaron Alexis showed him complaining of insomnia multiple times, as well as physical problems such as hearing loss and foot injuries. Three weeks before his violent outburst, Alexis adamantly denied harboring any suicidal or homicidal thoughts.
In early August, Alexis told police that disembodied voices were using a microwave in his hotel room to keep him awake. The defense contractor employing Alexis revoked his ability to access classified material after this came to their attention, but reinstated his access soon afterwards and declined to inform the Navy of its actions.
Just over two weeks later, Alexis was treated by a VA doctor for insomnia and given an antidepressant to help him sleep. The medical staff did not find anything of significant concern.
“Speech and thoughts clear and focused. Denies flashbacks. Denies recent stress. Denies drugs, cocaine, heroin, caffeine product, depression, anxiety, chest pain, [shortness of breath], nightmares. A banker who vanished in an apparent suicide in 2012 and was wanted by the FBI in connection with a $20 million wire fraud case has been arrested in Georgia after being pulled over for a minor traffic violation.
Aubrey Lee Price, 47, was arrested after being stopped for a tinted window violation on Interstate 95 by members of the Glynn County Sheriff’s Department on Wednesday.
Officers said that it was clear Price was giving them false information during the stop and they were soon able to determine that he was wanted by the FBI.

His arrest comes more than a year after a Florida judge had declared Price to be legally dead.
Despite the judge’s ruling, the FBI had continued to search for him and had offered a reward of up to $20,000 for his capture.
Price is due to make his initial appearance before a federal judge in Brunswick on Thursday.
He disappeared in June 2012 after sending a rambling letter to his family and acquaintances that investigators took to be a confession.

In the latest explosive twist to the Obama administration’s deadly “Fast and Furious” gun-running scandal, one of the key whistleblowers has now identified the FBI as a crucial player in the infamous 2010 murder of U.S. Border Patrol Agent Brian Terry. According to Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Special Agent John Dodson, the criminals responsible for murdering border agent Terry were actually working for the two FBI operatives at the center of the Obama administration’s deadly plot to arm Mexican drug cartels.
As The New American and other sources reported in early 2011, the ATF was linked to Terry’s murder almost from the start. Indeed, two of the weapons found at the murder scene in Peck Canyon were traced back to Fast and Furious. The slaying of the elite federal border agent, who was killed near the U.S.-Mexico border by drug-cartel operatives armed by the Obama administration via the ATF, was the last straw for some of the officials involved in the scandal.
After learning that the murder weapons were from Fast and Furious — and that disgraced Attorney General Eric Holder’s Justice Department was engaged in an attempted cover-up — brave federal agents knew it was time to go to Congress and the press to blow the whistle. Now, Special Agent Dodson, a key figure who helped expose the administration’s gun-running scandal, has added even more scandalous revelations to the mix: The bandits who shot Terry were likely working for two FBI operatives at the time.Of course, it has been common knowledge since at least early 2012 that the two Fast and Furious “drug lords” supposedly being “investigated” by the Obama administration were working for the FBI all along. Official documents revealed that the FBI operatives, who were using U.S. taxpayer funds to purchase weapons for cartels, were considered “national security assets,” “off limits,” and “untouchable.” In all, thousands of high-powered American guns were provided to cartels by the administration through the deadly scheme.
The latest revelations suggest the rabbit hole goes even deeper. According to allegations made by Dodson in a recent interview with the Arizona Republic, Terry’s killers — employed by the FBI operatives in question — were sent to the border for a “drug rip-off” mission based on “intelligence” from the Drug Enforcement Administration (DEA). The alleged goal of helping the FBI’s men steal the large drug shipment was supposedly to increase their clout among the duo’s fellow criminals, the whistleblower argued.
“I don’t think the [FBI] assets were part of the rip-off crew,” Dodson told the newspaper, echoing accusations made in his new book about blowing the whistle on Fast and Furious, dubbed The Unarmed Truth. “I think they were directing the rip crew.” (Emphasis added.) In his book, which the Obama administration unsuccessfully tried to censor by blocking publication, Dodson also argues that the DEA had and shared information on the massive drug shipment going through Peck Canyon the night Terry was killed.
In fact, the whistleblower says, the federal drug agency may have even orchestrated the shipment, an allegation unlikely to surprise analysts who follow the issues. The DEA — investigated by Congress last year for laundering Mexican cartel profits — also allegedly shared the information it had on the shipment with its counterparts at the FBI. Then, Dodson suggests, the FBI proceeded to tip off its own operatives with news that the drugs would be “theirs for the taking.”
“Stealing such a shipment would increase the clout of the FBI informants in the cartel organization they had penetrated,” Dodson argues in his book, “and thus lead to better intel for them in the future.” All of the agencies implicated in the scandal have refused to comment thus far. The Obama administration, meanwhile, has been working furiously to unlawfully conceal documents and evidence from congressional investigators.

Among the many serious scandals that have plagued Barack Obama’s presidency and for which nobody in charge has ever been held accountable, Operation Fast and Furious was one which the White House had hoped was forgotten, but the original ATF whistleblower has revealed a new twist. Attorney General Eric Holder, who previously lied to Congress about his knowledge of the botched illegal gun-running scheme, cannot escape the obvious fact that he is still responsible, ultimately, for the entire tragic and criminal enterprise.
Fast and Furious was an ATF sting operation that allowed associates of Mexican drug cartels to enter the United States and make straw purchases of firearms in US gun stores, before returning to Mexico with the weapons and selling them to the cartels. The stated objective was to track and apprehend senior cartel members but this never happened; the weapons were not tracked effectively – if at all – and most of them disappeared; some being recovered later at the scenes of numerous murders.
Since an ATF agent blew the whistle on the operation – which began in 2009 – congressional hearings have failed to reach any actionable conclusions; the Justice Department (DoJ), of which the ATF is a branch, has refused to hand over most of the documentation relating to this criminal enterprise. The Attorney General himself lied to Congress when he told the hearing that he had known nothing about the operation until just a couple of weeks before the hearings. The oversight committee later acquired internal documents that proved Holder had known about the operation much earlier.

Obama falsely states that Operation Fast and Furious started under the Bush administration. A recent report by the Inspector General of the Department of Justice reveals that 14 top officials in the DOJ and ATF were involved in the gunwalking operation, and 2 officials resigned following the release of the Inspector General report.

ATF tries to block whistleblowing agent’s Fast and Furious book
The Bureau of Alcohol, Tobacco, Firearms and Explosives is blocking the main whistleblower in the Fast and Furious case from publishing a book, claiming his retelling of the Mexico “gun-walking” scandal will hurt morale inside the embattled law enforcement agency, according to documents obtained by The Washington Times.
ATF’s dispute with Special Agent John Dodson is setting up a First Amendment showdown that is poised to bring together liberal groups like the American Civil Liberties Union and conservatives in Congress who have championed Mr. Dodson’s protection as a whistleblower.
The ACLU is slated to become involved in the case Monday, informing ATF it is representing Mr. Dodson and filing a formal protest to the decision to reject his request to publish the already written book, sources told The Times, speaking only on the condition of anonymity.
The battle also could have repercussions on Capitol Hill, where the two lead investigators who helped uncover the Fast and Furious scandal, Sen. Chuck Grassley, Iowa Republican, and House Oversight and Government Reform Committee Chairman Darrell E. Issa, Calif. Republican, had written a foreword to the book, the sources said.

ATF officials declined Sunday night to discuss Mr. Dodson’s specific matter, citing personnel privacy. But the officials said it was possible for an agent to be rejected for publishing a book for pay but get permission to publish it for free. No manuscript for any Fast and Furious book has received approval for unpaid publication, however, the officials said.
A source famiiiar with Mr. Dodson’s book request told the Times that ATF officials never inquired whether he was seeking to publish the book for pay or free, and that the rejection came only after his superiors in Washington and Arizona asked to read the manuscript.
Mr. Dodson was the first ATF special agent to go public in 2011 with allegations that his supervisors had authorized the flow of semi-automatic weapons into Mexico instead of interdicting them, touching off a scandal that toppled most of the top leadership of ATF in Washington and Phoenix. The controversy also led to angry recriminations in Mexico, which dealt with a wave of violent crime linked to the weapons, and high-profile congressional hearings that embarrassed the Obama administration.
