Australia Approves Massive Coal Mine—Again
Just two months after an Australian federal court threw out the government’s approval of one of the world’s largest coal mines because of its expected impact on an endangered snake and lizard, the country’s environment minister has green-lighted the project again.
That means the Indian-owned Carmichael mine in the state of Queensland is back on track to produce an amount of coal that, when burned, would exceed the annual greenhouse gas emissions of 52 countries. Over its 60-year lifetime, it could emit 128 million tons of heat-trapping greenhouse gases, according to a Greenpeace report. Environmentalists also fear the project will damage the iconic Great Barrier Reef.
“Minister [Greg] Hunt’s reapproval risks threatened species, precious groundwater, the global climate, and taxpayers’ money,” said Peter McCallum, spokesperson for the Mackay Conservation Group, which brought the challenge of the mine to the federal court.
In August, a federal court ruled that then Prime Minister Tony Abbott’s conservative government had illegally ignored evidence showing the mine would damage prime habitat of two endangered critters: the yakka skink—a type of lizard—and the ornamental snake.

A mine explosion in western Turkey has killed 201, according to Energy Minister Taner Yildiz, and the toll could rise with many more still trapped.
Yildiz told reporters 787 workers were in the Soma mine when the explosion hit a power unit, Reuters reported.
Most of the confirmed dead were killed by carbon monoxide poisoning, Yildiz added.
An additional 80 people were injured and hospitalized, he said, four of them in critical condition.
AP reported that more than 200 miners are still trapped in the debris. More than 360 workers have been evacuated thus far.
Rescue workers pumped oxygen into the mine in an attempt to keep trapped miners alive, Reuters reported. A line of police held back thousands of family and fellow workers of the trapped miners who assembled outside of a Soma hospital.
“Fresh air, oxygen is being pumped into the mine. This is the most important thing for our workers down there,” Yildiz said.

Kinder Morgan: Oil Spills’ Economic Effects Are Both Good And Bad

There is at least something of a bright side to oil spills, pipeline company Kinder Morgan says.
“Spill response and clean-up creates business and employment opportunities for affected communities, regions, and clean-up service providers,” the company says.
Environmentalists fear an increase in oil shipments through West Coast waters would increase the risk of oil tanker accidents.
Kinder Morgan’s submission doesn’t ignore the negatives; it points out that oil spills are devastating to fishing and tourism industries, and notes the negative impacts on human health, damage to property and harm done to “cultural resources.”

Conservation groups from Washington and British Columbia commemorated the 25th anniversary of the Exxon Valdez oil spill by launching 650 ‘drift cards’ along Salish Sea oil tanker routes.
The cards were dropped at two locations: off Turn Point, Stuart Island, where Haro Strait intersects with Boundary Pass, and near Bird Rocks in Rosario Strait. They carry a simple message: This Could Be Oil.
This research responds to a sharp increase in fossil fuel export projects proposed in British Columbia and Washington state. The proposed Gateway Pacific coal terminal at Cherry Point north of Bellingham and Kinder Morgan’s increase in tar-sands shipping from Vancouver, and other projects, would add an additional 2,620 ship transits per year to the waters of the Salish Sea, making the region one of North America’s busiest fossil fuel shipping corridors.
“The increased risk of a major oil spill in the Salish Sea is real,” said Stephanie Buffum, executive director of Friends of the San Juans. “Anyone with a cultural, environmental or economic interest in our region should get engaged with Coast Guard rulemaking; familiarize themselves with effects of cargo traveling through our waters; and ask decision makers to ensure diluted bitumen (oil sand) is classified as a petroleum product that is taxed to fund oil spill clean-up efforts.”

BP pipeline sprays ‘oily mist’ over 33 acres of Alaskan tundra

Alaska state officials confirmed Wednesday that an oily mist sprung from a compromised oil pipeline and sprayed into the wind without stopping for at least two hours, covering 33 acres of the frozen snow field in the oil well’s vicinity.
The discovery was at the BP-owned Prudhoe oil field on Alaska’s North Slope, the northernmost region of the state where a number of profitable oil fields sit beneath the tundra. The Alaska Department of Environmental Conservation (DEC) revealed that BP officials found the mist during a routine inspection on Monday.
Initial reports said that 27 acres had been covered, although that figure was updated later on Wednesday. The cause is still under investigation, according to the Associated Press, but officials know that the mist was made up of a mixture of gas, crude oil, and water. They also reported that while the noxious mist was distributed over such a wide area by 30 mph winds, no wildlife was impacted.
BP spokeswoman Dawn Patience said the company is “still assessing repairs” and will soon know what, if any, long-term effects the spill could have.
The Prudhoe Bay region, like elsewhere in the North Slope, is home to a great number of migratory birds and caribou, as well as other animals, such as a massive porcupine herd. Clean-up efforts are expected to be complete before birds pass through the region again in the coming weeks.
The company was at fault in at least two oil spills in the same region since 2006. That year, an estimated 267,000 gallons of oil seeped through a quarter-inch sized hole in a corroded BP pipeline. That accident went unnoticed for five days, until an oil worker smelled the aroma of crude when driving through the area, according to Think Progress.
The City Of Lynchburg announced that the train was carrying crude oil and three or four of its 13 to 14 cars were breached.
“There is some spillage in the river of crude oil,” Lynchburg city spokeswoman LuAnn Hunt told the Richmond Times-Dispatch. Richmond primarily draws its water from the James River, downstream from Lynchburg. Another official said the city is making plans to tap an “alternative water supply.”
The train’s tankers may be from a class of rail cars deemed an “unacceptable public risk” by a member of the National Transportation Safety Board in February. These black, pill-shaped cars, known as DOT-111s, have been involved in recent notable oil train derailments in North Dakota and Quebec.
“We are very clear that this issue needs to be acted on very quickly,” National Transportation Safety Board Chairman Deborah Hersman told reporters last week. The Transportation Department is currently working on stricter standards for rail tank cars used to transport hazardous materials. “They aren’t moving fast enough,” Hersman said.
“Trade sources said the train was carrying Bakken crude from North Dakota and was headed to Plains All American’s terminal in Yorktown,” Platts explained. “The Yorktown facility can unload 130,000 b/d of crude and is located on the site of Plains oil product terminal.”
When asked by an analyst from Bank of America about the ongoing debate over lifting the crude oil export ban, Armstrong discussed how Plains could stand to profit from exports.

China Begins Soil Pollution Clean-up amid Doubt over Funding

BEIJING (Reuters) – China has announced its first pilot projects to treat metal pollution in soil and prevent farmland from further contamination, but critics say the government’s overall efforts are underfunded and inefficient.
The Ministry of Finance will subsidize soil pollution prevention and treatment in three cities in the central province of Hunan, state media reported, as pilot efforts to halt developments that have rendered 3.33 million hectares (8 million acres) of Chinese farmland too polluted to grow crops on.
Hunan was the source of rice containing dangerous levels of toxic cadmium sold in the southern city of Guangzhou last year.
Under the plan, the Ministry of Agriculture will monitor and control metal residues to prevent them from leaking into the soil, while the rice crop will be replaced with cotton and other non-edible products.
But government efforts to protect agricultural and urban soil fall massively short of what is needed, said Lan Hong, a professor at Renmin University’s School of Environmental and Natural Resources.
In the current five-year plan, the Ministry of Finance has budgeted 30 billion yuan ($4.8 billion) in spending on soil pollution prevention efforts, but Lan said it would cost at least 140 billion yuan, nearly five times above the budget, to solve the problem.
“The funding is based on data from the Ministry of Environmental Protection, but it is at the lower end of estimates. Some of the environmental damage will only be exposed after many years,” Lan told Reuters.
Chinese scientists have developed soil remediation technologies to prepare for large-scale applications.
The technologies focus on using plants to absorb heavy metal contaminants in soil.
The technologies were developed by the Center for Environmental Remediation of the Institute of Geographic Sciences and Resources Research under the Chinese Academy of Sciences, which began research 10 years ago.
Soil contamination is serious in China, with large areas of cropland polluted, said Lei Mei, a professor at the center.
Soil remediation technologies have been applied on 133 hectares of land in the Guangxi Zhuang autonomous region, Henan, Yunnan and Hunan provinces and Beijing on a trial basis, and Lei said she believes the technologies will have “good application prospects”.
A report from the Ministry of Environmental Protection on Thursday showed that about 19.4 per cent of farmland in China was polluted, according to Xinhua News Agency.
“The publication of the survey result is a milestone for soil remediation in China,” Lei said.

China’s Ministry of Environmental Protection will not issue data related to soil pollution for the time being but will discuss the situation after an in-depth investigation, the ministry confirmed on Thursday. The ministry said it will be difficult to investigate soil pollution nationwide, adding that it will conduct further investigations in heavily polluted areas.
In January, Beijing lawyer Dong Zhengwei sent an application to the ministry asking it to issue soil pollution data, as well as create detailed measures to handle it.
The ministry said in February that the data is a state secret and refused to issue it. Dong was not satisfied and sent a second request. In response the ministry said soil pollution is still being investigated and related data remains a state secret, adding that data will be released after further evaluation. After news of Dong’s requests spread online, many people began to wonder just how polluted the country’s soil is.
Ma Jun, head of the Institute of Public and Environmental Affairs, said in an interview with the Legal Daily that polluted soil may affect public health via food, crops and underground water.
“Soil pollution is related to public health. Therefore, the public should have the right to be informed about the situation,” Ma said.
More dead pigs found in China river: report Beijing (AFP) April 17, 2014 – At least 170 dead pigs have been found in a Chinese river, state media reported Thursday — the latest in a string of similar incidents that have raised fears over food safety.The animals were found floating in a tributary of China’s second-longest waterway, the Yellow River, in northwestern Qinghai province, the official Xinhua news agency said.The grim discovery follows a series of scandals involving dead pigs in Chinese rivers. Last year 16,000 carcasses were found drifting through the main waterway of the commercial hub of Shanghai.In Qinghai — the furthest west such an incident has been reported — “the source of the dead pigs is still under investigation,” Xinhua said, citing local authorities.Industry analysts say sick pigs are sometimes dumped in rivers by farmers hoping to avoid paying the costs of disposing of the animals by other means.Around 500 dead pigs are recovered every month from a Chinese reservoir in the southwestern province of Sichuan, state-run media reported in March.
Authorities also found 157 dead pigs last month in a river in central Jiangxi province.
China is a major producer of pork, which surveys have found to be the country’s most popular meat.
A huge area of China’s soil covering more than twice the size of Spain is estimated to be polluted, the government said Thursday, announcing findings of a survey previously kept secret.
Of about 6.3 million square kilometres (2.4 million square miles) of soil surveyed — roughly two thirds of China’s total area — 16.1 percent is thought to be polluted, the environmental protection ministry said in a report.
The study, which appeared on its website, blamed mining and farming practices among other causes.
“The national soil pollution situation is not positive,” the ministry said, adding that more than 19 percent of the farmland which was surveyed is polluted.
The ministry last year described the results of its soil pollution survey as a state secret and refused to release the results, a move which incensed environmental campaigners.
The government has come under increasing pressure in recent years to take action to improve the environment, with large parts of the country repeatedly blanketed in thick smog and waterways and land polluted.
Relentless Pollution is Poisoning China’s Food, Soil
In many parts of China, officials are caught between two competing priorities: industrial development and food production. Most often, officials’ prime concern is industrial development—characterized by factories and mining, usually—since it is the bigger driver of economic growth. But, predictably, unfettered industrial development results in extremely poor conditions for food production. And it’s getting worse. Much worse. One-sixth of China’s arable land — nearly 50 million acres — suffers from soil pollution, according to a book published this year by the Ministry of Environmental Protection. The book, “Soil Pollution and Physical Health,” said that more than 13 million tons of crops harvested each year were contaminated with heavy metals, and that 22 million acres of farmland were affected by pesticides.
The result of farming on polluted land is unsurprising: poisoned food. 155 batches of rice collected from markets and restaurants in Guangdong Province in May were found to have excess levels of cadmium.
Thousands of gallons of dangerous chemicals have been leaking from a facility managed by Freedom Industries in Charleston, West Virginia, and hundreds of thousands of people in the vicinity are being impacted as a result. The governor has declared a state of emergency in nine counties there, and federal agencies have since been dispatched to help make sense of the accident. West Virginia American Water was notified that a chemical used in coal mining had leaked into the Elk River upstream from its main water intake. The water supply feed all or parts of nine West Virginia counties.
The Charleston Daily Mail reports that county officials began tracking a strong licorice smell early Thursday morning. It was traced to a facility owned by Freedom Industries, the Etowah River Terminal. A storage tank was leaking and the containment system around the tank failed to hold the chemical. It leaked into the Elk River, the source of drinking water for many West Virginians. The Daily Mail says that the leak was stopped about two hours after it was discovered.
