Congress approved a rewrite of the No Child Left Behind education law Wednesday as lawmakers from both sides of the aisle linked arms to retreat from expansive national tests and return to states the decisions on how students, teachers and schools will be judged.

The bill keeps federal math and reading standards in place but prohibits Washington from pushing specific standards on states as preconditions for federal funding — a provision directly aimed at Common Core, a set of standards that conservatives hold up as an example of federal overreach.

It did not go as far as many conservatives hoped in boosting school choice, but Republican leaders, who controlled the writing of the bill, said they had to make compromises to win support of Democrats and President Obama, who indicated he would sign the legislation.

The 85-12 vote in the Senate, which follows passage in the House, also marks another major policy bill to emerge from Congress this year.

US Senate Passes Bill Approving Mandatory Vaccinations for Veterans

The correlation between the rise in vaccinations of children and autism has become an urban legend.

A Bill has just passed the US Senate, mandating that the US Department of Veteran Affairs ensure that all veterans receive immunizations (vaccines) per a draconian schedule. At this juncture, active military must receive over a dozen vaccines. This piece of legislation is therefore an effort to extend the vaccine mandate to those who have previously served their country.

Obamacare rates to rise 7.5 percent next year

But the figures will vary widely from state to state.

Obamacare customers are facing an average 7.5 percent price increase for a key benchmark health plan next year, according to limited data the Obama administration released just days before the start of a challenging enrollment season.

But the average rate hikes will vary dramatically from state to state — skyrocketing more than 30 percent in Alaska, Montana and Oklahoma while dropping 12.6 percent in Indiana.

The administration’s analysis looks at the second-cheapest “silver” plan available to customers when open enrollment begins on Nov. 1. Those benchmark plans, which are among the most popular sold on the law’s health insurance exchanges, are important because they’re used to calculate how much federal support low- and middle-income exchange customers will receive toward their monthly premiums.

More than 70 percent of exchange customers chose silver plans this year, which cover about 70 percent of medical costs. Roughly 80 percent of Obamacare customers received subsidies, worth an average monthly credit of $270.

Adding hundreds of employees to his plan would cost him more than $1 million — a hit he wasn’t sure his low-margin business could afford.

His actual costs, though, turned out to be far smaller than he had feared. So far, only two people have signed up.

“We offered, and they didn’t take it,” he said.

Evidence is growing that his experience is not unusual. The Affordable Care Act’s employer mandate, which requires employers with more than 50 full-time workers to offer most of their employees insurance or face financial penalties, was one of the law’s most controversial provisions. Business owners and industry groups fiercely protested the change, and some companies cut workers’ hours to reduce the number of employees who would be eligible.

But 10 months after the first phase of the mandate took effect, covering companies with 100 or more workers, many business owners say they are finding very few employees willing to buy the health insurance that they are now compelled to offer. The trend is especially pronounced among smaller and midsize businesses in fields filled with low-wage hourly workers, like restaurants, retailing and hospitality. (Companies with 50 to 99 workers are not required to comply with the mandate until next year.)

Ankara (AFP) – Thousands of mourners filled the streets of Ankara Sunday and vented their anger at President Recep Tayyip Erdogan after 97 people were killed in the country’s worst-ever terror attack, while the government raced to identify the two male suicide bombers it blamed for the bloodshed.

Flags flew at half-mast across Turkey on the first of three days of national mourning declared by Prime Minister Ahmet Davutoglu, as questions grew over who could have ordered Saturday’s bombings on a peace rally in Ankara.

Turkey’s pro-Kurdish Peoples’ Democratic Party (HDP), one of the groups that had organised the rally, said it believes the death toll now stands at 128.

The attacks have raised tensions in Turkey just three weeks before snap elections are due on November 1 and as the military wages an offensive against Islamic State (IS) jihadists and Kurdish militants.

With the country on edge, Erdogan issued a statement condemning the “heinous” bombings and cancelled a planned visit to Turkmenistan but he has yet to speak in public since the attack that shocked the nation.

On Sunday, thousands of demonstrators thronged central Ankara’s Sihhiye Square, close to the blast site by the city’s main train station, to pay tribute to the victims.

Many of those gathered accused the government of failing to provide security at the ill-fated rally and several anti-government demonstrators shouted “Erdogan murderer” and “government resign!”

“I am a mother, I’m worried about my grandchildren, I am marching for our children, for our future. Each time there are people dead, I also die a little,” said Zahide, who like many others carried a pink carnation flower to commemorate the victims.

The premier’s office said 97 people were killed when the bombs exploded just after 10:00 am (0700 GMT) as leftist and pro-Kurdish activists assembled for the rally.

It added that 507 people were wounded, with 160 still in hospital and 65 in intensive care in 19 hospitals.

An AFP correspondent said the scene of the blast was littered with ball bearings, indicating the explosions were intended to cause maximum damage.

– ‘Topple the dictator’ –

In an emotional address to the mourners in Ankara, the HDP’s leader Selahattin Demirtas said that rather than seeking revenge people should aim to end Erdogan’s rule, starting with the upcoming legislative elections.

Ankara (AFP) – Anger towards President Recep Tayyip Erdogan over Turkey’s worst-ever terrorist attack intensified as authorities raced to identify the two male suicide bombers it blamed for the bloodshed.

The streets of Ankara filled with anti-government and pro-Kurdish protesters accusing the government of responsibility for the blast that ripped through a peace rally a day earlier, with several shouting “Erdogan murderer” and “government resign!”In Istanbul on Saturday, a 10,000-strong crowd accused the government of failing to protect citizens by providing security for the event, carrying placards reading “the state is a killer” and “we know the murderers”.

As tributes poured in from world leaders, Selahattin Demirtas, leader of the Peoples’ Democratic Party (HDP), was cited as saying “State attacked the people. Condolences recipient should be the people not Erdogan” on the party’s Twitter account.

In an emotional address to mourners in Ankara, Demirtas said that citizens should aim to end Erdogan’s rule, starting with the upcoming legislative elections.

“We are not going to act out of revenge and hatred. But we are going to ask for (people to be held to) account,” he added, saying the vote would be part of a process to “topple the dictator.”

The party believes the death toll now stands at 128, higher than the 97 people the prime minister’s office said were killed when the bombs exploded on Saturday morning as leftist and pro-Kurdish activists assembled by the city’s main train station.

Italy and Austria join growing list of countries banning GMO agriculture

(NaturalNews) European nations are leading the world in rejecting genetically modified organisms in food and crops, with two more countries recently joining the list: Italy and Austria.

As reported by Nation of Change, Italian ministries have opted to utilize the newly created European Union rules that permit member countries to opt out of growing GM crops. Austrian officials joined in as well, with both nations making the decision to stop growing eight varieties of GM maize, which essentially amounted to a complete ban on GM crops.

The EU’s opt-out regulations were implemented earlier this year. They allow member states to decide on their own if they want to continue using GM crops or ban them altogether.

As reported by Sustainable Pulse, a number of other countries in the EU have also opted out of GM crops:

Wales: “These new rules proposed by the European Commission provide Wales with the necessary tools to maintain our cautionary approach by allowing us to control the future cultivation of GM crops in Wales,” said Welsh Deputy Minister for Farming and Food, Rebecca Evans. “It will allow us to protect the significant investment we have made in our organic sector and safeguard the agricultural land in Wales that is managed under voluntary agri-environment schemes.”

She added: “Farming and food processing businesses remain the driving force of our rural economy. Our emphasis is on competing on quality, strong branding and adding value through local processing. We, therefore, need to preserve consumer confidence and maintain our focus on a clean, green, natural environment. ”

Poland: In 2013, the Polish government actually adopted a regulation that banned GMO farming in the country, well ahead of the EU action. But once the EU approved its regulation giving member nations the right to ban if they chose, that was more than enough authority for the Polish government to act.

“Now we no longer have to explain the scientific aspects and we can already relate to social issues,” Polish Agriculture Minister Marek Sawicki said at the time of the country’s ban.

Germany: German government officials announced in late September that the country would no longer permit the cultivation of GM crops, as stated by German Agriculture Minister Christian Schmidt.

Slovenia: Slovenian Agriculture Minister Dejan Zidan said in announcing the country’s ban that “the government adopted the decision for a request for the exclusion of the entire geographical territory of Slovenia for GM maize to the EU, including the already registered variety MON 810 and seven other varieties which are in the process of registration with the European Commission. This allows me to formally send the request as the Ministry of Agriculture in accordance with the law for the exclusion of Slovenia with the regards to the cultivation of GM maize.”

Serbia: State Secretary in the Serbian Ministry of Agriculture and Environmental Protection Danilo Golubovic recently announced the country’s GMO ban. In making the announcement, Golubovic said the decision was based on a desire to improve public health and safety.

Bulgaria: This government has decided to burnish its clean and green image by banning GM crops. As noted by Sustainable Pulse‘s director, Henry Rowlands, “Bulgaria is home to a wide variety of unique flora and fauna and is also the base of many ancient civilizations, it is with this background that Bulgarians know what is at risk when it comes to using an untested and unnecessary technology.”

European nations that have opted out of growing GM crops thus far are Latvia, France, Austria, Cyprus, Lithuania, the Netherlands, Scotland, Northern Ireland, Poland, Germany, Greece, Croatia, Hungary, Slovenia and Italy, Sustainable Pulse reported.

EU Committee Wants to Demolish Existing Law Allowing Member States to Ban GMOs

As 19 EU nations plan GMO bans

Stating a concern that the proposed law would lead to the reintroduction of border controls between GM and non-GMO-growing countries, the European Parliament news service reported that Members of the Environment Committee shot down a draft EU law that would allow member states to restrict or prohibit sales of genetically modified crops.

This vote goes against numerous EU states that have made it clear in recent months that they plan to instate total bans on GM crops. A total of 19 EU countries have sent letters to the EP saying that they plan GM bans, citing concern over spoiling agricultural markets, and also the desire to provide their citizens with organic food.

The agency that ordered Aaron and Melissa Klein to pay $135,000 in damages for refusing to bake a cake for a same-sex couple began the legal process last week to seize the money the Oregon bakers are refusing to pay.

“Our agency has docketed the judgment and is exploring collection options,” Charlie Burr, communications director for the agency, told The Daily Signal. “They are entitled to a full and fair review of the case, but do not have the right to disregard a legally binding order.”

Docketing the judgment is a preliminary step the agency must take in order to seize the Kleins’ house, property, or other assets in lieu of payment.

On July 2, Brad Avakian, commissioner of the Oregon Bureau of Labor and Industries, ordered the Kleins to pay $135,000 for the emotional, physical, and psychological damages they caused Rachel and Laurel Bowman-Cryer for refusing to make a wedding cake.

Oregon Labor Commissioner Brad Avakian finalized a preliminary ruling today ordering Aaron and Melissa Klein, the bakers who refused to make a cake for a same-sex wedding, to pay $135,000 in emotional damages to the couple they denied service.

“This case is not about a wedding cake or a marriage,” Avakian wrote. “It is about a business’s refusal to serve someone because of their sexual orientation. Under Oregon law, that is illegal.”

In the ruling, Avakian placed an effective gag order on the Kleins, ordering them to “cease and desist” from speaking publicly about not wanting to bake cakes for same-sex weddings based on their Christian beliefs.

“This effectively strips us of all our First Amendment rights,” the Kleins, owners of Sweet Cakes by Melissa, which has since closed, wrote on their Facebook page. “According to the state of Oregon we neither have freedom of religion or freedom of speech.”

Emails Raise Questions of Bias in Case Against Bakers Who Denied Service for Same-Sex Wedding

The Daily Signal has exclusively learned that the government agency responsible for enforcing Oregon’s anti-discrimination law appears to be working closely with a powerful gay rights advocacy group in its case against Aaron and Melissa Klein, owners of Sweet Cakes by Melissa.

Communications between the agency, the Oregon Bureau of Labor and Industries, and the LGBT organization, Basic Rights Oregon, raise questions about potential bias in the state’s decision to charge the Kleins with discrimination for refusing to make a cake for a same-sex wedding.

In April, a judge for the agency recommended the Kleins be fined $135,000.

Communications obtained through a public records request show employees of the Oregon Bureau of Labor and Industries—which pursued the case against the Kleins—participating in phone calls, texting, and attending meetings with Basic Rights Oregon, the largest LGBT advocacy group in the state.

(NaturalNews) A ban on the growing of all genetically engineered plants appears to be a landslide victory in Jackson County, Oregon. With 100 percent of the precincts reporting and a huge voter turnout of over 50 percent, nearly 66% of voters elected to ban all genetically engineered crops from being grown in the county.

The vote ran 39,489 to 20,432 in favor of the ban, and it sends a clear signal that the People of Jackson County, Oregon — a largely agricultural area of the country — absolutely do not want genetically engineered crops to be growing anywhere near them. (Click here to see county election results.)

This is on top of the recent victory in Vermont where lawmakers passed a mandatory GMO labeling law that requires foods to be honestly labeled with their GMO content. (The evil biotech industry and its Grocery Manufacturers of America front group plant to sue Vermont to keep consumers in the dark.)

“Destroy all genetically engineered plants”

This ordinance in Oregon requires everyone to “destroy” all genetically engineered plants except those grown under indoor laboratory conditions (i.e. those which are safely isolated from the wild). This will allow scientists to continue to study GMOs without risking the lives of everyone else in the process.

Despite the flood of corporate money poured into two small Oregon counties, local residents voted on Tuesday to ban genetically engineered crops from being planted within their borders.

Although Jackson County itself is home to less than 120,000 registered voters, the measure to ban genetically modified crops (GMOs) made headlines around the nation when it was revealed that large biotech companies like Monsanto were pouring hundreds of thousands of dollars into the area in order to affect the vote’s outcome.

As RT reported previously, Monsanto and five other corporations spent at least $455,000 in an attempt to defeat the initiative, and opponents of the GMO ban had gained an eight-to-one spending advantage as of April. According to the Associated Press, nearly $1 million of the $1.3 million spent during the campaign was used by opponents.

When the results were tallied, however, 66 percent of Jackson County residents voted in favor of the ban.

“We fought the most powerful and influential chemical companies in the world and we won,” local farmer and anti-GMO advocate Elise Higley told the Oregonian.

“It’s a great day for the people of Oregon who care about sustainability and healthy ecosystems,” added the group GMO Free Oregon on its Facebook page.
