Islamic State threatens attack on Washington, other countries

slamic State warned in a new video on Monday that countries taking part in air strikes against Syria would suffer the same fate as France, and threatened to attack in Washington.

The video, which appeared on a website used by Islamic State to post its messages, begins with news footage of the aftermath of Friday’s Paris shootings in which at least 129 people were killed.

The message to countries involved in what it called the “crusader campaign” was delivered by a man dressed in fatigues and a turban, and identified in subtitles as Al Ghareeb the Algerian.

“We say to the states that take part in the crusader campaign that, by God, you will have a day, God willing, like France’s and by God, as we struck France in the center of its abode in Paris, then we swear that we will strike America at its center in Washington,” the man said.

It was not immediately possible to verify the authenticity of the video, which purports to be the work of Islamic State fighters in the Iraqi province of Salahuddine, north of Baghdad.

The U.S. Department of Homeland Security would not comment on the video but said it has not received information indicating a potential attack.

U.S. to tighten airline security after crash of Russian plane

As investigators search for the cause of a plane crash that killed 224 people over the Sinai Peninsula on Saturday and Russia suspends all flights to Egypt, U.S. officials said they are taking unspecified precautionary measures to enhance the security of flights from the Middle East.

“While the facts and circumstances surrounding the tragic October 31 crash of Metrojet Flight 9268 on the Sinai Peninsula are still under investigation, Transportation Security Administrator (TSA) Peter Neffenger and I, out of an abundance of caution, have identified a series of interim, precautionary enhancements to aviation security with respect to commercial flights bound for the United States from certain foreign airports in the region,” Jeh C. Johnson, secretary for the Department of Homeland Security, said in a statement.

Johnson said the enhancements, also adopted by European aviation authorities, “are designed to provide an additional layer of security for the traveling public, and will be undertaken in consultation with relevant foreign governments and relevant passenger and cargo airlines.”

STOCKTON (CBS13) — The following is Stockton Mayor Anthony Silva’s statement on his detainment at San Francisco International Airport on Monday and the seizure of his electronic devices after a trip to China.

 

My name is Anthony R. Silva, and I am the Mayor of Stockton, California.

On Saturday September 28 (sic), 2015 I attended a Mayor’s Conference to China to promote “good will” between the China and the United States. The trip was hosted and sponsored by China Silicon Valley and the primary goal was to promote our Cities and investment opportunities. I had a wonderful experience on this trip. Upon my return on Monday September 28, 2015, I was briefly detained by the Department of Homeland Security. They searched my belongings. A few minutes later, (2) DHS agents confiscated all my electronic devices including my personal cell phone. Unfortunately, they were not willing or able to produce a search warrant or any court documents suggesting they had a legal right to take my property. In addition they were persistent about requiring my passwords for all devices. Although they were reluctant at first to present their badge and credentials; they eventually showed me their identification and gave me a business card. They indicated that this action to confiscate personal property at the airport was in fact routine and not unusual. They promised to return my items within a few days. They also mentioned that I had no right for a lawyer to be present and being a United States Citizen did not entitle me to rights that I probably thought.

Californian mayor forced to give up electronics and passwords to agents at SFO

As US government battles over privacy, mayor compares the situation to North Korea.

Stockton, California Mayor Anthony R. Silva attended a recent mayor’s conference in China, but his return trip took a bit longer than usual. At the San Francisco International Airport (SFO) this week, agents with the Department of Homeland Security detained Silva and confiscated his personal cell phone among other electronics. According to comments from the mayor, that may not even be the most alarming part.

“Unfortunately, they were not willing or able to produce a search warrant or any court documents suggesting they had a legal right to take my property,” Silva told SFGate. “In addition, they were persistent about requiring my passwords for all devices.”

The mayor’s attorney, Mark Reichel, told SFGate that Silva was not allowed to leave the airport without forfeiting his passwords. Reichel was not present for Silva’s interaction with the DHS agents, either. The mayor was told he had “no right for a lawyer to be present” and that being a US citizen did not “entitle me to rights that I probably thought,” according to the paper.

For decades, extreme ideologies on both the left and the right have clashed over the conspiratorial concept of a shadowy secret government pulling the strings on the world’s heads of state and captains of industry.

The phrase New World Order is largely derided as a sophomoric conspiracy theory entertained by minds that lack the sophistication necessary to understand the nuances of geopolitics. But it turns out the core idea — one of deep and overarching collusion between Wall Street and government with a globalist agenda — is operational in what a number of insiders call the “Deep State.”

In the past couple of years, the term has gained traction across a wide swath of ideologies. Former Republican congressional aide Mike Lofgren says it is the nexus of Wall Street and the national security state — a relationship where elected and unelected figures join forces to consolidate power and serve vested interests. Calling it “the big story of our time,”Lofgren says the deep state represents the failure of our visible constitutional government and the cross-fertilization of corporatism with the globalist war on terror.

“It is a hybrid of national security and law enforcement agencies: the Department of Defense, the Department of State, the Department of Homeland Security, the Central Intelligence Agency and the Justice Department. I also include the Department of the Treasury because of its jurisdiction over financial flows, its enforcement of international sanctions and its organic symbiosis with Wall Street,” he explained.

Even parts of the judiciary, namely the Foreign Intelligence Surveillance Court, belong to the deep state.

How does the deep state operate?

A complex web of revolving doors between the military-industrial-complex, Wall Street,  and Silicon Valley consolidates the interests of defense contracts, banksters, military actions, and both foreign and domestic surveillance intelligence.

According to Mike Lofgren and many other insiders, this is not a conspiracy theory. The deep state hides in plain sight and goes far beyond the military-industrial complex President Dwight D. Eisenhower warned about in his farewell speech over fifty years ago.

Maryland state police and federal agents used a search warrant in an unrelated criminal investigation to seize the private reporting files of an award-winning former investigative journalist for The Washington Times who had exposed problems in the Homeland Security Department’s Federal Air Marshal Service.

Reporter Audrey Hudson said the investigators, who included an agent for Homeland’s Coast Guard service, took her private notes and government documents that she had obtained under the Freedom of Information Act during a predawn raid of her family home on Aug. 6.

The documents, some which chronicled her sources and her work at the Times about problems inside the Homeland Security Department, were seized under a warrant to search for unregistered firearms and a “potato gun” suspected of belonging to her husband, Paul Flanagan, a Coast Guard employee. Mr. Flanagan has not been charged with any wrongdoing since the raid.

The warrant, obtained by the Times, offered no specific permission to seize reporting notes or files.

The Washington Times said Friday it is preparing legal action to fight what it called an unwarranted intrusion on the First Amendment.

“While we appreciate law enforcement’s right to investigate legitimate concerns, there is no reason for agents to use an unrelated gun case to seize the First Amendment protected materials of a reporter,” Times Editor John Solomon said. “This violates the very premise of a free press, and it raises additional concerns when one of the seizing agencies was a frequent target of the reporter’s work.

“Homeland’s conduct in seizing privileged reporters notes and Freedom of Information Act documents raises serious Fourth Amendment issues, and our lawyers are preparing an appropriate legal response,” he said.

Maryland State Police declined comment, except to say that “evidence and information developed during this investigation is currently under review by both the Anne Arundel County State’s Attorney’s Office and the United State’s Attorney’s Office,” and that a determination has yet to be made on any charges.The U.S. Coast Guard confirmed it seized and reviewed Ms. Hudson’s documents but insisted it did nothing wrong.

In the Obama administration’s Washington, government officials are increasingly afraid to talk to the press. Those suspected of discussing with reporters anything that the government has classified as secret are subject to investigation, including lie-detector tests and scrutiny of their telephone and e-mail records. An “Insider Threat Program” being implemented in every government department requires all federal employees to help prevent unauthorized disclosures of information by monitoring the behavior of their colleagues.

Six government employees, plus two contractors including Edward Snowden, have been subjects of felony criminal prosecutions since 2009 under the 1917 Espionage Act, accused of leaking classified information to the press—compared with a total of three such prosecutions in all previous U.S. administrations. Still more criminal investigations into leaks are under way. Reporters’ phone logs and e-mails were secretly subpoenaed and seized by the Justice Department in two of the investigations, and a Fox News reporter was accused in an affidavit for one of those subpoenas of being “an aider, abettor and/or conspirator” of an indicted leak defendant, exposing him to possible prosecution for doing his job as a journalist. In another leak case, a New York Times reporter has been ordered to testify against a defendant or go to jail.

Compounding the concerns of journalists and the government officials they contact, news stories based on classified documents obtained from Snowden have revealed extensive surveillance of Americans’ telephone and e-mail traffic by the National Security Agency. Numerous Washington-based journalists told me that officials are reluctant to discuss even unclassified information with them because they fear that leak investigations and government surveillance make it more difficult for reporters to protect them as sources. “I worry now about calling somebody because the contact can be found out through a check of phone records or e-mails,” said veteran national security journalist R. Jeffrey Smith of the Center for Public Integrity, an influential nonprofit government accountability news organization in Washington. “It leaves a digital trail that makes it easier for the government to monitor those contacts,” he said.

“I think we have a real problem,” said New York Times national security reporter Scott Shane. “Most people are deterred by those leaks prosecutions. They’re scared to death. There’s a gray zone between classified and unclassified information, and most sources were in that gray zone. Sources are now afraid to enter that gray zone. It’s having a deterrent effect. If we consider aggressive press coverage of government activities being at the core of American democracy, this tips the balance heavily in favor of the government.”

At the same time, the journalists told me, designated administration spokesmen are often unresponsive or hostile to press inquiries, even when reporters have been sent to them by officials who won’t talk on their own. Despite President Barack Obama’s repeated promise that his administration would be the most open and transparent in American history, reporters and government transparency advocates said they are disappointed by its performance in improving access to the information they need.

“This is the most closed, control freak administration I’ve ever covered,” said David E. Sanger, veteran chief Washington correspondent of The New York Times.

The Obama administration has notably used social media, videos, and its own sophisticated websites to provide the public with administration-generated information about its activities, along with considerable government data useful for consumers and businesses. However, with some exceptions, such as putting the White House visitors’ logs on the whitehouse.gov website and selected declassified documents on the new U.S. Intelligence Community website, it discloses too little of the information most needed by the press and public to hold the administration accountable for its policies and actions. “Government should be transparent,” Obama stated on the White House website, as he has repeatedly in presidential directives. “Transparency promotes accountability and provides information for citizens about what their government is doing.”

HUMAN EVENTS alumnus Audrey Hudson was the target of a Department of Homeland Security raid in August that was ostensibly related to firearms, but in a new interview with the Daily Callershe revealed that DHS and the Maryland State Police also just happened to confiscate her files and notes… which included information about whistleblowers inside Homeland Security.

Hudson says the files were taken without her knowledge, and without a subpoena.  The Daily Caller confirmed that the search warrant pertained to firearms and ammunition.  Even that part of the story seems rather flimsy, but then we get to all those juicy files that got hoovered up during the raid:

At about 4:30 a.m. on Aug. 6, Hudson said officers dressed in full body armor presented a search warrant to enter the home she shares on the bay with her husband. She estimates that at least seven officers took part in the raid.

After the search began, Hudson said she was asked by an investigator with the Coast Guard Investigative Service if she was the same Audrey Hudson who had written a series of critical stories about air marshals for The Washington Times over the last decade. The Coast Guard operates under the Department of Homeland Security.

Hudson said that investigator, Miguel Bosch, identified himself as a former air marshal official.

But it wasn’t until a month later, on Sept. 10, that Hudson was informed by Bosch that five files including her handwritten and typed notes from interviews with numerous confidential sources and other documents had been taken during the raid.

“In particular, the files included notes that were used to expose how the Federal Air Marshal Service had lied to Congress about the number of airline flights there were actually protecting against another terrorist attack,” Hudson wrote in a summary about the raid provided to TheDC.

As people who spend a lot of time focusing on preparedness, we can learn a lot about our future by watching as the economies and civilizations of other Western countries crumble.

Today’s lesson is that when times get tough, the government can and will persecute those who have planned ahead.

The Attorney General of Venezuela, Luisa Ortega Díaz, called on prosecutors to target people who are “hoarding” basic staples with serious sanctions.

She called on prosecutors to seek their detention.

The attorney general called on people to remain calm, not to fall for provocations, and not to be afraid of the “alleged” food shortage.

Based on the figures provided by the Central Bank of Venezuela, shortage hit 20% in August; in other words, 20 out 100 items are missing from the shelves.

According to a press release, the Attorney General Office has designated an ad hoc group of prosecutors to work nationwide with other authorities and cope with the threats against food security and, consequently, against the State. (source)

So basically, the Venezuelan government intends to treat those who prepared ahead of time like domestic terrorists…sound familiar?

Last February the South American country responded to soaring inflation with some crippling economic strategies.

Argentine President Cristina Kirchner responded to her country’s sky-rocketing inflation rates by freezing prices on food, a move Forbes magazine says will soon lead to widespread corruption in the business community and government.

In Venezuela, where President Hugo Chavez has attempted to control all aspects of his country’s economy, price freezes instituted on essential goods like diapers and cleaning products over a year ago failed to curb soaring inflation which registered at over 22% last year. In response, with their quiver out of arrows, the Venezuelan government announced today that they are devaluing their national currency, the Bolivar, by over a third. The announcement had the immediate impact of increasing the price for a US dollar in Bolivar by nearly 50%. (source)

There’s Already an Executive Order in Place

The game pieces have already been moved into place to ban “hoarding” in America.  In 2012, our Fearless Leader signed an executive order that gives the federal government authority over every resource and infrastructure element in the United States.  Mac Slavo of SHTFplan warns:

It should be clear from the laws that are already in effect that the government has given itself a legal pretext for confiscating anything they so choose in the midst of an emergency.

Should an emergency befall the United States, the military, national guard, and local police operating under orders from the Department of Homeland Security will have carte blanche to do as they please.

In a widespread emergency where supply lines have been threatened and millions of Americans are without essential resources because they failed to prepare, the government will swoop in and attempt to take complete control.

They will enter our homes and search them without a warrant. They will confiscate contraband. And they will take any ‘excessive resources’ that you may have accumulated. This includes food, toiletries, precious metals and anything else emergency planners and officials deem to be a scarce material. (source)

The Importance of OPSEC

By all means, don’t stop preparing.  But be aware that everything you do online leaves a trail. Every purchase you make that is not a cash transaction can be traced right to your doorstep.  It is vital to practice OPSEC (Operational Security) by keeping your preparedness related activities on the down low.  Preparedness and self-sufficiency author Tess Pennington warns that in a crisis situation, things you said months or years ago could come back to haunt you.

A person should think twice about telling others about any prepping investments they have made.  If a SHTF scenario occurred, anything said previously can be used against that prepper.  For example, if you tell your neighbor you have silver coins stashed away, if times were desperate enough, that neighbor could turn on you.  Keeping quiet about what one does is second nature to some.  But for others that are new to the idea of prepping, they do not see the whole SHTF picture.  If one person tells another about their preps, one person could tell another person about what preps their neighbor has.  Then, the word spreads throughout; especially when a severe situation occurs.  People will remember what you have told them, and come to you for help (if they are unprepared).  Helping a neighbor or family member in need is a noble deed.  However, those preparedness items are an investment for you and your family; and therefore, no one outside of the family should know what you have (unless you want that person to know). Given the inflammatory racial statements made by Obama — for example, regarding George Zimmerman’s act of self-defense — and the radical anti-white stance adopted by Eric Holder’s “Justice” Department, you could be excused for thinking that racial harmony is not high on the agenda of our federal rulers. But DHS employee Ayo Kimathi appears to have gone even farther out on a limb than those at the top:

Someone should have taken a closer look at War on the Horizon, which out-Obamas even Obama, calling the Race Baiter in Chief “a treasonous mulatto scum dweller.” Kimathi advocates going beyond the current systemic discrimination to actual genocide against whites:

A Department of Homeland Security employee who works on, among other things, the procurement of guns and ammunition for U.S. Immigration and Customs Enforcement, spends his nights and weekends preparing for a coming race war and advocating for anti-gay causes, according to a new report from the Southern Poverty Law Center. Meet Ayo Kimathi, a.k.a. “the Irritated Genie,” who told his bosses at the DHS that his anti-white, anti-gay site, “War is on the Horizon,” was just an entertainment site that sells concert and lecture videos.

You see, DHS employees, even those with office jobs like Kimathi’s, have to get outside activities approved by their supervisors, according to the SPLC. Kimathi’s former supervisor told the watchdog group, which tracks hate speech and groups in the U.S., that despite her former employee’s banal description of his extracurricular activities, the actual content of the site left her “stunned.” She continued: “To see the hate, to know that he is a federal employee, it bothered me.” She added that had Kimathi’s site been accurately described to the agency, there’s no way the DHS would have signed off on it. Possibly to keep his bosses from looking up his work, Kimathi used only the site’s acronym, WOH, in his permission request. In addition to his involvement in the purchase of ICE supplies, Kimathi also had a public profile for the agency, speaking at vendor events. As “Irritated Genie,” Kimathi also has a public profile as a black supremacist advocate.

The content of Kimathi’s advocacy demands some clarification. In some (white, conservative) circles, the term “black supremacist”  is applied with a very wide brush. Black supremacy was the implication of Maine Governor Paul LePage’s reported comments that President Obama “hates white people,” for instance. Kimathi’s site is not in this vein of this imagined threat — on the contrary, War on the Horizon calls Obama a “a treasonous mulatto scum dweller,” and lists him among the movement’s enemies (also on the list? Oprah Winfrey, Whoopi Goldberg, and Condoleezza Rice, among others) Instead, the DHS employee advocates for:

Pre-Crime And Mind Control Technologies Are Already Here

Should the government be trying to figure out if we are going to commit a crime in advance?  That sounds like something out of a Tom Cruise movie, but the truth is that “pre-crime” technologies such as were portrayed in Minority Report are being aggressively developed, and some have actually already been deployed.

We live at a time when technology is advancing at an exponential rate, and it can be really hard to keep up with how rapidly our world is changing.  In the future, authorities may not only be able to use pre-crime technology to read our minds, they might also be able to use technology to directly control our minds as well.

Yes, I know that sounds science fiction, but after I tell you about some cutting edge research that has been taking place at Harvard Medical School you might not think that such a notion seems so bizarre.

But first I want to discuss some of the very disturbing pre-crime technologies that the government is working on.

One of the most prominent programs is known as FAST (Future Attribute Screening Technology).  According to Wikipedia, this pre-crime system is already so advanced that developers claim that it has about an 80% success rate…

Future Attribute Screening Technology (FAST) is a program created by the Department of Homeland Security. It was originally titled Project Hostile Intent. The purpose is to detect “Mal Intent” by screening people for “psychological and physiological indicators” in a “Mobile Screening Laboratory”.

The program was under the Homeland Security Advanced Research Agency and the Science & Technology Human Factors Behavior Science Division of DHS. In a meeting held on July 24, 2008 the DHS Under Secretary Jay Cohen stated, the goal is to create a new technology that would be working in real time as opposed to after a crime is already committed.

The DHS science spokesman John Verrico stated in September 2008 that preliminary testing had demonstrated 78% accuracy on mal-intent detection and 80% on deception.

The technology behind FAST is extremely complex, but it can be fooled.  So once FAST is operational you better not get too nervous or have a particularly bad day, because according to Professor Margaret Hu the consequences of being “convicted” of a pre-crime by FAST could potentially include “deportation, prison, or death”…

FAST is currently under testing by DHS and has been described in press reports as a “precrime” program. If implemented, FAST will purportedly rely upon complex statistical algorithms that can aggregate data from multiple databases in an attempt to “predict” future criminal or terrorist acts, most likely through stealth cybersurveillance and covert data monitoring of ordinary citizens. The FAST program purports to assess whether an individual might pose a “precrime” threat through the capture of a range of data, including biometric data. In other words, FAST attempts to infer the security threat risk of future criminals and terrorists through data analysis.

Under FAST, biometric-based physiological and behavioral cues are captured through the following types of biometric data: body and eye movements, eye blink rate and pupil variation, body heat changes, and breathing patterns. Biometric- based linguistic cues include the capture of the following types of biometric data: voice pitch changes, alterations in rhythm, and changes in intonations of speech. Documents released by DHS indicate that individuals could be arrested and face other serious consequences based upon statistical algorithms and predictive analytical assessments. Specifically, projected consequences of FAST ‘can range from none to being temporarily detained to deportation, prison, or death.’

Perhaps you are reading this and you assume that the widespread implementation of such a system is still a long way off.

Well, if that is what you are thinking, you would be wrong.

In fact, pre-crime cameras are already being installed at important transit locations in San Francisco

Hundreds of pre-crime surveillance cameras are to be installed in San Francisco’s subway system that will analyze “suspicious behavior” and alert guards to potential criminal or terrorist activity – before any crime has been committed.

“Manufacturers BRS Labs said it has installed the cameras at tourist attractions, government buildings and military bases in the U.S. In its latest project BRS Labs is to install its devices on the transport system in San Francisco, which includes buses, trams and subways,” reports the Daily Mail.

The cameras are programmed with a list of behaviors considered “normal”. Anything that deviates from usual activity is classified as suspicious and guards are immediately alerted via text message or a phone call.

Equipped with the ability to track up to 150 suspects at a time, the cameras build up a “memory” of suspicious behavior to determine what constitutes potential criminal activity.

A total of 288 cameras will be installed across 12 transport hubs.

And without a doubt more major cities will soon be adopting such technology.

So try not to act suspiciously – someone may be watching.

DHS ‘Constitution Free’ Zones Inside US Ignored By Media

In what should be front page news blasted out nationwide as a breaking news alert, the DHS has openly established extensive ‘Constitution free zones’ in which your Fourth Amendment does not exist. 

It’s not ‘conspiracy’ and it’s not fraud, the DHS has literally created an imaginary ‘border’ within the United States that engulfs 100 miles from every single end of the nation. Within this fabricated ‘border’, the DHS can search your electronic belongings for no reason. We’re talking about no suspicion, no reasonable cause, nothing. No reason whatsoever is required under their own regulations. The DHS is now above the Constitution under their own rules, and even Wired magazine authors were amazed at the level of pure tyranny going on here.

This ‘border’ even includes where the US land meets oceans in addition to legitimate borders with Mexico and Canada. As a result, you have over 197 million citizens suffocated in these 100 mile ‘border zones’ that include major cities like New York City, Houston, Los Angeles, and Philadelphia. What’s even more amazing, is that this has been going on since 2008. That’s about 5 years of absolute unconstitutional abuse of power by the Department of Homeland Security that the media fails to even document. That’s 197 million citizens living without a Constitution as far as the DHS is concerned, and apparently the Department of Justice (DOJ) must be pretty content too. Amazingly, no one has challenged this besides the ACLU, which was contacted following the case of a man who was actually detained within the 100 mile ‘border’ area.

WASHINGTON — Janet Napolitano, the secretary of homeland security, announced Friday that she was stepping down, setting off a search to fill one of the most challenging positions in government at a time when the Obama administration is struggling to get a team in place for the president’s second term.

Ms. Napolitano, a former Arizona governor who for four and a half years shaped the administration’s response to hurricanes, terrorist attacks, illegal immigration and a catastrophic oil spill, will leave in September to become president of the University of California system. Ms. Napolitano had her eye on becoming the next attorney general, but now is taking herself out of the Washington arena.

Her departure deprives the administration of one of its most prominent voices on immigration even as it is in the throes of pushing Congress for an overhaul that would provide a pathway to citizenship for most of the 11 million foreigners who are here illegally. Ms. Napolitano said she decided to leave only after concluding that her absence would not affect chances for the immigration legislation, a person close to her said, but confirmation of a successor could become wrapped up in the larger immigration debate.

Her move west creates an opening that could be hard for President Obama to fill. The secretary of homeland security presides over a sprawling department that was created after the attacks of Sept. 11, 2001, by combining nearly two dozen agencies as varied as the Secret Service, the Transportation Security Administration, the Coast Guard and the Federal Emergency Management Agency.

Aides said the president had made no decision about who would take her place, but jockeying began instantly. Some lawmakers even began campaigning for preferred candidates.

Senator Charles E. Schumer, Democrat of New York, called Denis McDonough, the White House chief of staff, to recommend Raymond W. Kelly, the New York police commissioner, a choice also promoted by Representative Peter T. King, Republican of New York. Senator Thomas R. Carper, Democrat of Delaware, chairman of the homeland security committee, made a case for Jane Holl Lute, the department’s former deputy secretary.

Other names mentioned as possible candidates included FEMA’s administrator, W. Craig Fugate; John S. Pistole, the T.S.A. administrator; William J. Bratton, who has headed the Police Departments in New York, Los Angeles and Boston; Adm. Thad W. Allen, a former Coast Guard commandant; and Jane Harman, a former Democratic congresswoman from California.

Ms. Napolitano, 55, a New York native, is one of Mr. Obama’s favorite cabinet secretaries, and was one of his finalists for the Supreme Court. After Mr. Obama’s re-election, when Attorney General Eric H. Holder Jr. considered stepping down, her associates said she was interested in succeeding him. But Mr. Holder stayed and has not said when he might leave.

The homeland security job put Ms. Napolitano in the middle of volatile issues ranging from the Boston Marathon bombings to Hurricane Sandy and the BP oil spill. She presided over the extensive deportation of illegal immigrants while enacting a policy intended to allow some to stay if they were brought here as children.

Republicans were often critical, saying she selectively enforced the law.

“Secretary Napolitano’s tenure at the Department of Homeland Security was defined by a consistent disrespect for the rule of law,” Senator Jeff Sessions, Republican of Alabama, said Friday. He added that her successor “must disavow these aggressive nonenforcement directives, or there is very little hope for successful immigration reform.”
