Panetta’s Cyber Warning: ‘This Is a Pre-9/11 Moment’

The Pentagon is mobilizing its cyber-warfare arsenal in preparation for a massive assault on U.S. networks that could “paralyze the nation,” said Defense Secretary Leon E. Panetta.

 
“A cyber attack perpetrated by nation states or violent extremist groups could be as destructive as the terrorist attack of 9/11,” Panetta said Oct. 11 in a speech to corporate leaders of Business Executives for National Security, a nonpartisan group.
 
Panetta, along with Frank J. Bisignano, chief operating officer of JP Morgan Chase & Co., received the BENS Eisenhower Award, following a black-tie dinner at the Intrepid Sea, Air and Space Museum, in New York City. 
 
Hostile network penetrations are nothing new at the Department of Defense, whose 15,000 computer systems are routinely targeted by hackers and industrial spies. But Panetta is now warning that even more destructive cyber weapons are being aimed at the United States. He is directing the Pentagon to begin ramping up network-security efforts, and he is calling on the private sector to help by sharing intelligence about suspected or actual attacks.
 
A string of breaches over the past several months marks a “significant escalation of the cyber threat,” said Panetta. “And they have renewed concerns about still more destructive scenarios that could unfold.”
 
Foreign hackers, he noted, are “probing America’s critical infrastructure networks. They are targeting the computer control systems that operate chemical, electricity and water plants, and those that guide transportation throughout the country.”
 
The nation today faces the cyber equivalent of a “pre-9/11 moment,” he said somberly. 
 
Without citing specific evidence of what might be coming, Panetta said he fears that, in the not too distant future, more severe cyber attacks will cause “physical destruction and loss of life, paralyze and shock the nation, and create a profound new sense of vulnerability.”
 
The stakes are high for the Defense Department, Panetta said, as “attackers could also seek to disable or degrade critical military systems and communications networks.”
 
The Pentagon requested $3.4 billion in fiscal year 2013 for cybersecurity technologies and contractor services.
 
Panetta noted that in recent weeks, some large U.S. financial institutions were hit by so-called “distributed denial of service” attacks. The tactic is not new, but the scale and speed was unprecedented, Panetta said.
Two months ago, a sophisticated virus called “Shamoon” infected computers at the Saudi Arabian state oil company, ARAMCO. More than 30,000 computers were infected were rendered useless. Days after this incident, there was a similar attack on Ras Gas of Qatar — a major energy company, Panetta said. “The Shamoon virus was probably the most destructive attack that the private sector has seen to date.”
 
A Pentagon spokesman told reporters Oct. 11 during a conference call that Panetta decided to focus his BENS speech on cybersecurity because he wants Americans to better understand the Defense Department’s role in protecting U.S. networks. Panetta wants to dispel misunderstandings about what the Pentagon is able or legally allowed to do in the cybersecurity arena. 
 
The Defense Department, Panetta insisted, is not in the business of bugging citizens’ computers or intercepting their email. “We are doing this as part of a broad ‘whole of government’ effort to confront cyber threats,” Panetta said. The Department of Homeland Security is the lead agency for domestic cybersecurity. The FBI is involved in criminal investigations. The State Department is working with allied governments to help forge international protocols for activities in cyberspace.
 
The Pentagon’s U.S. Cyber Command and the National Security Agency are in charge of monitoring and defending military networks.
But Panetta acknowledged that even seasoned cyber warriors often have difficulties identifying the perpetrators of an attack. Over the last two years, he said, the Pentagon has sought to improve its forensic capabilities. 
 
The Pentagon also is drafting new policies for conducting cyberwarfare, said Panetta. He described these measures as the “most comprehensive change to our rules of engagement in cyberspace in seven years.”
 
The new rules would expand the Defense Department’s authority to respond to attacks to civilian networks such as intrusions that would compromise the nation’s critical infrastructure, he said.
 
“The private sector, government, military and our allies all share the same global infrastructure — and we all share the responsibility to protect it,” Panetta said. 
 
He also asked Congress to assist the executive branch by passing legislation to increase public-private cooperation in cybersecurity. “Companies should be able to share specific threat information with the government without the prospect of lawsuits hanging over their head,” said Panetta. Businesses should help the government develop “baseline standards for our most critical private-sector infrastructure, including power plants, water treatment facilities and gas pipelines,” he said. “The reality is that too few companies have invested in even basic cybersecurity.”
 
Comprehensive cyber legislation has been stalled on Capitol Hill. Until Congress takes action, the Obama administration is contemplating issuing an executive order that would provide guidance to the private sector on “best practices and increase information sharing,” Panetta said. “We have no choice because the threat we face is already here.” 
 
Defense officials worry that attacks on private networks could have significant ripple effects on military operations. More than 99 percent of the electricity and 90 percent of the voice and other communication services that the military uses come from civilian suppliers.

Spanish town plans to pay debts by growing marijuana

RASQUERA, Spain (Reuters) – A small town in northeastern Spain, believes it has found a novel way to pay of its debt: cultivating cannabis.

Tucked in the hills of one of Spain’s most picturesque regions, the Catalonian village of Rasquera has agreed to rent out land to grow marijuana, an enterprise the local authorities say will allow them to pay off their 1.3 million euro (1 million pound) debt in two years.

Report: US sent detainees to Afghan prisons known for torture despite moratorium

A report released Saturday by two rights groups says the U.S. sent some detainees to Afghan prisons where torture was found despite an announced moratorium on such moves. The report by the Afghan Independent Human Rights Commission and the New York-based Open Society Institute suggests that Afghanistan’s international allies are still failing to ensure that people captured on the battlefield are treated humanely despite a massive reform program in recent months.

SEC charges five with insider trading from AA tip

(Reuters) – Securities regulators charged two Ameriprise Financial advisers and three others with insider-trading, saying they made $1.8 million in illicit profits based on confidential merger information one of the advisers learned through an Alcoholics Anonymous relationship.

Aircraft Carrier Enterprise Sets Off On Final Journey – Direction Iran

Today at noon Eastern, the storied aircraft carrier Enterprise, aka CVN-65, left its home port of Naval Station Norfolk one final time for its final voyage with a heading: Arabian Sea, aka Iran. There in a week it will join CVN 72 Lincoln and CVN 70 Vinson, as well as LHD 8 Makin Island, all of which are supporting any potential escalation of “hostilities” in the Persian Gulf region. Late Friday, the federal district court in Nevada issued a declaratory judgment that makes is harder for copyright holders to file lawsuits over excerpts of material and burden online forums and their users with nuisance lawsuits.

The judgment – part of the nuisance lawsuit avalanche started by copyright troll Righthaven – found that Democratic Underground did not infringe the copyright in a Las Vegas Review-Journal newspaper article when a user of the online political forum posted a five-sentence excerpt, with a link back to the newspaper’s website.

Adrian Schoolcraft of the New York Police Department’s (NYPD) 81st precinct in Brooklyn noticed some disturbing trends within the department and in response to his brave move to step forward, his superiors had him thrown in a psychiatric ward.

Schoolcraft realized that there was a pattern of the victims of crimes being caught up in bureaucratic hurdles which he thinks were deliberately put in place in order to make it harder to report serious crimes.

He then did his job and reported multiple incidents to investigators in 2009.

Thousands of foreclosures that were stuck in process due to delays over the so-called “Robo-signing” paperwork scandal are working their way through a revamped banking system and heading toward final bank repossession.

Foreclosure starts surged 28 percent in January from December, according to a new report from Lender Processing Services. More than 230,000 loans began the foreclosure process in January.

Claims for jobless aid up; low 4-week average also rise

WASHINGTON (AP) – Slightly more people applied for U.S. unemployment benefits last week. But the overall level stayed low enough to suggest the job market is strengthening.
The Labor Department said Thursday that weekly applications increased by 8,000 to a seasonally adjusted 362,000.

The four-week average, which smooths week-to-week fluctuations, remained at roughly 355,000. That’s essentially unchanged from last week’s level, which was the lowest in four years.

Consumer borrowing nearly at pre-recession levels

WASHINGTON – Americans stepped up borrowing in January to buy more cars and attend school.

Consumer borrowing rose by $17.8 billion in January, the Federal Reserve said Wednesday. That followed similar gains in December and November.

The gains for those three months were the largest in a decade and helped consumer borrowing climb to a seasonally adjusted $2.5 trillion. That nearly matches the pre-recession borrowing level.

Payroll processing firm ADP reported Wednesday that private employment grew by 216,000 last month, a bump of 43,000 jobs over January’s figure. ADP’s numbers suggest improvement in even the economy’s weakest areas: construction has sustained five consecutive months of job growth, and there have also been seven consecutive months of growth in financial services. Both of those industries sustained heavy job losses as a result of the housing and financial crises. Greek Debt Swap Sees 95.7% Participation With Clauses

March 9 (Bloomberg) — The Greek government said it reached its target in the biggest sovereign restructuring in history, with a 95.7 percent participation rate among investors after it received approval to activate collective action clauses.

Bondholders tendered 152 billion euros of Greek-law bonds, or 85.8 percent, after the government offered to swap their holdings for new securities under the debt exchange. Twenty billion euros of foreign-law bonds were also tendered, according to an emailed statement from the Greek Finance Ministry.

62 dead in Syria as diplomatic efforts continue

(CNN) — At least 62 people were killed Thursday in Syria as former U.N. Secretary-General Kofi Annan cautioned against outside military intervention, saying it could worsen an already precarious situation.

But, Annan told the Arab League summit in Cairo, “the violence and killings must stop immediately.”

Annan, the joint special envoy to Syria for the United Nations and the Arab League, began a visit to the region in Cairo on Wednesday. The U.N. said he will visit Damascus on Saturday “to seek an urgent end to all violence and human rights violations and to initiate efforts to promote a peaceful solution.”

US offered Israel advanced weaponry in exchange for delaying Iran attack: report

WASHINGTON — The US offered to give Israel advanced weaponry — including bunker-busting bombs and refueling planes — in exchange for Israel’s agreement not to attack Iranian nuclear sites, Israeli newspaper Maariv reported Thursday.

President Obama reportedly made the offer during Israeli prime minister Benjamin Netanyahu’s visit to Washington this week.

Under the proposed deal, Israel would not attack Iran until 2013, after US elections in November this year. The newspaper cited unnamed Western diplomatic and intelligence sources.

Panetta: U.S. Has Potential Military Plans for Iran

Obama asks Pentagon for military plans on Syria: Gen. Dempsey

Chairman of the US Joint Chiefs of Staff General Martin Dempsey says President Barack Obama has requested from the Pentagon military options against the Syrian government. According to a Wednesday report by The New York Times, Dempsey declared in a US Senate committee hearing in Washington that the Department of Defense was preparing military alternatives with regards to the existing situation in Syria for Obama’s review. The top American military chief made the remarks during a Wednesday hearing of US Senate’s Armed Services Committee. Dempsey added that potential measures considered by the American military ranged from “aerial surveillance of the Syrian military, the establishment of a no-fly zone, naval monitoring and humanitarian [sic] airlifts.”

US assassination drone crashes in Somalia’s Hobyo seaport

Another US assassination drone has crashed in Mudug region near Somalia’s seaport city of Hobyo, Press TV reports. A Somali official speaking on condition of anonymity said that the US spy drone had flown from the nearby USS Taylor warship. Recently, the US is using a new kind of drone, called a kamikaze drone, in Somalia. It functions both as a missile and an intelligence-gathering reconnaissance aircraft.

An American mercenary firm whose employees have been implicated in the killing of civilians in Iraq and Afghanistan was paid nearly $2.4 million to train Canadian soldiers last year. Documents tabled in the House of Commons show Xe Services, formerly known as Blackwater, was providing select troops specialized training in precision shooting and defensive driving at the company’s North Carolina facilities.
