Israel blocks EU projects in West Bank

(Reuters) – Israel has blocked the European Union from aiding tens of thousands of Palestinians in the West Bank, in retaliation for an EU ban on financial assistance to Israeli organizations in the occupied territories.

The EU imposed its restrictions last week, citing its frustration over the continued expansion of Jewish settlements in territory captured by Israeli forces in the 1967 Middle East War. The new guidelines render Israeli entities operating there ineligible for EU grants, prizes or loans, beginning next year.

An Israeli official said on Friday the Jewish state was compelled to respond to the EU’s decision “to sanction or boycott the settlements”.

“From our standpoint we cannot just ignore this or treat spitting in our face as though it is rain,” the official said.

Settler leaders say the aid they receive from Europe is minimal. But many in Israel worry about knock-on effects the EU steps may have on individuals or companies based in Israel that might be involved in business in the settlements, deemed illegal by the international community.

Israel has frozen co-operation with the European Union on work in the Palestinian territories in retaliation for an EU directive banning funding or grants for bodies with links to Israeli settlements.

The move, authorised by the defence minister, Moshe Ya’alon, affects all projects requiring permits from the Civil Administration, which governs Area C, the 60% of the West Bank under full Israeli control; access of EU diplomats and representatives to Area C and Gaza; and joint meetings.

No permits have been issued to EU humanitarian aid workers to enter Gaza for several days, according to a western diplomatic source.

“We are freezing the relationship on everything,” said an Israeli official. “We did this as soon as we heard [about the directive]. We can’t act like nothing happened.”

The EU provides aid and equipment to Palestinian communities in Area C, many of whom are threatened with displacement and the demolition of their homes, animal shelters and other structures. The EU also helps train Palestinian security forces.

A Palestinian official says the fiercest storm to hit the area in a decade has claimed the lives of two West Bank women who drowned after their car was caught in a flash flood unleashed by torrential rains. Nablus deputy governor Annan Atirah says the women abandoned their vehicle after it got stuck on a flooded road Tuesday. He says the bodies, apparently swept away by surging waters, were found Wednesday, and the car’s driver was hospitalized in critical condition. In Gaza, civil defense spokesman Mohammed al-Haj Yousef said storms have cut electricity powering thousands of homes and rescuers were sent to evacuate dozens of people. Parts of Israel were bracing for snow a day after the military was forced to send helicopters and rubber dinghies to rescue stranded residents.

Israel’s foreign ministry on Thursday summoned South Africa’s envoy to formally protest Pretoria’s decision to place “Occupied Palestinian Territory” labels on goods from Jewish settlements.
Foreign ministry spokesman Yigal Palmor said ambassador Ismail Coovadia was summoned to the ministry in Jerusalem where “we made a formal protest and discussed the issue in depth.”
The South African cabinet on Wednesday directed its trade minister to issue a notice requiring that such products are marked to inform consumers that the origin is not Israel.
“This is in line with South Africa’s stance that recognises the 1948 borders delineated by the United Nations and does not recognise occupied territories beyond these borders as being part of the state of Israel,” said government spokesman Jimmy Manyi.
Israel slammed the move, with Palmor on Wednesday blasting it as “blatant discrimination based on national and political distinctions.”
“Such exclusion and discrimination bring to mind ideas of racist nature which the government of South Africa, more than any other, should have wholly rejected,” he said.
Israel’s Deputy Foreign Minister Danny Ayalon charged the move was proof South Africa was still an apartheid state.
“South Africa’s apartheid is currently directed at Israel and miners in South Africa itself,” he wrote on his Facebook page on Thursday.
“Instead of making decisions on marking Israeli products, the South African government would do better to reach brave decisions about the 34 innocent miners who merely wanted an improvement in their condition.”
South African police last week gunned down 34 miners during a wildcat strike at Lonmin’s Marikana platinum mine that had already left eight other workers and two policemen dead.
The Palestinian Authority on Thursday praised the decision to label settlement-made goods, and pledged to help the campaign.
“South Africa is making a good effort for us,” deputy foreign minister Abdul Hafiz Nofal told AFP.
Nofal said his office was familiar with the local Israeli market, and warned that if a product was purposely mislabelled, the Palestinian Authority would seek to inform the South Africans in a move which would result in “a large fine.”
